Happy Spring from the Kingdom Exchequer’s Office!

A huge THANK YOU to Baroness Anastasie de Lamoure, for her hard work and commitment as Pennsic Chamberlain, particularly during the recent Pandemic! She will be stepping down from the office this fall and enjoy getting some time back.

Welcome Aboard! To Forveleth Dunde and Master Robert O’Connor (aka Bob the Herald) as they join the Exchequer’s Office as the Incoming Pennsic Co-Chamberlains. They have the monumental task of taking over the office from Baroness Anastasie this fall. Thank you for all the hard work you have already put into this office and Kingdom.

I want to thank Master Madoc Arundel for his ongoing assistance and deft skill at navigating the tricky ins and outs of running and promoting fundraisers in AEthelmearc, particularly for the benefit of the Kingdom Brewer’s Guild. THANK YOU, Madoc!

As always, WE NEED YOU! We still have Kingdom Level Deputy Exchequer positions, of varying skills and time commitments, open for individuals that would like to help out the Kingdom and learn more about how we operate.

· Regional Deputy: Act as first line of assistance for local Exchequers and review the Quarterly Reports for their Region.

· Future Kingdom Exchequer Deputy: Train under the current Kingdom Exchequer with the intent to take over the Office in the future

· Kingdom Branch Reports Deputy: Develop and maintain a tracking and governance system for Branch Quarterly reports, send communications regarding reports and updates, and work with Regional Exchequers to ensure all reports are reviewed and submitted on time.

All potential Deputies must be a Paid SCA Member, 18 or older, can become a Warranted Exchequer (though an existing or active Warrant is not required to apply), and must have regular access to Email, GoogleDrive, and Excel.

Please send your letter of intent and resume to exchequer@athelmearc.org ASAP!

Kingdom Exchequer Seeks Deputies and Offers Guidance on Charitable Gifts

Harvest Tidings, Æthelmearc, from the Kingdom Exchequer’s Office.

The Exchequer Office is looking to fill three deputy positions of varying skills and time commitments: Regional Deputy, Archival Deputy, & Pennsic Chamberlain Deputy.

All potential Deputies must be paid SCA members, aged 18 or older, who can become a Warranted Exchequer (though an existing or active Warrant is not required to apply), and must have regular access to Email, Google Drive, and Excel.

Please look through the Job Listings posted on the Kingdom Website for more information on each position. If you are interested in any of these positions, or in joining the Kingdom Exchequer Team in general, please send your SCA resume and letter of intent to resume.exchequer@aethelmearc.org

During this extended time of absence from activities we enjoy with those we love, the Exchequer Office has received questions on what SCA branches can do to help out others. The basic rules that need to be followed by any branch are:

  • SCA Branches may donate to other 501(c)(3) Organizations. This includes groups like the American Red Cross, Girls Scouts, United Way, etc.
  • SCA Branches may donate to other SCA Branches. Please be sure to contact the recipient branch first to ensure that they are willing to accept the donation and have the capacity to do so at this time.
  • SCA Branches MAY NOT donate to organizations that only benefit SCA members.
  • SCA Branches MAY NOT donate to organizations that do not have official IRS Non-Profit Status. This includes GoFundMe, Patreon, etc. Be sure to request the IRS EIN from the organization prior to donating to verify this status.

If your branch is interested in providing financial assistance to another group or organization, please contact the Exchequer’s Office, and we can help ensure everything is handled correctly on the back end so that your generous giving is easily and smoothly received.

I’m looking for the Jewel Thrones: the ones with the big bas-relief carved escarbuncle with a big red jewel right in the middle.

I’ve been told various things about where these might be, and that they might currently be under repair, though nothing definitive.

Statement from Society Exchequer on the NMS Policy

ExchequerPertinent to recent discussions about the Non-Member Surcharge and when it is to be in force, The Society Exchequer has issued the following statement regarding when it is and is not appropriate for local groups to collect the non-member surcharge:

The Non-Member Surcharge of $5.00 (five dollars) shall be collected at every Society, Kingdom or Local group event where:
1. the event is advertised in either the Kingdom Newsletter or the Kingdom website and/or a local newsletter or local web site
2. where it is anticipated that the SCA’s insurance will be covering the Kingdom or local group and its officers/agents
3. where a site fee (or suggested donation) is being charged for admittance.
Any participant who attends such an event who does not possess a valid membership card must be charged a $5.00 (five dollars) Non-Member Surcharge (NMS) in addition to the site fee or suggested donation amount and that NMS shall be collected and submitted to the Kingdom Exchequer or their assigned deputy within 10 business days. The Kingdom Exchequer is responsible for submitting the NMS for both Kingdom and local group events by the end of the following month.

Limited exceptions to the NMS rule:

1. Demonstrations – if the Kingdom or local group is hosting a demo at a school, a Renaissance Faire or some other gathering run by another organization (either for-profit or non-profit), the collection of NMS is not necessary; however, if the Kingdom or local group is either hosting or co-hosting the event and charging either a site fee or suggesting a donation, NMS shall be collected.

2. Regular Occurring Meetings: No NMS need be collected at a weekly, monthly, quarterly or semi-annual re-occurring event, i.e. not at an officers meeting, a local group fighter practice, or regularly scheduled local arts & science meetings. If there is an officers meeting (or any other meeting or practice) at a published event charging a site fee or a suggested donation, this meeting/practice (as part of another event) does not negate the need to collect NMS.

Exchequer Office Changes

ExchequerGreetings unto my beloved friends and Kingdom. I want to take the time to thank everyone who has been an exchequer over the last 4 years and thank you for your patience with me at times when things went sideways. It has been a long 4 years and I am ready to retire. As Master Tofi will be taking over the position of Kingdom Exchequer as of Pennsic Aethelmearc Court, this will be my last official missive as the Chancellor of the Exchequer.

The Society Audit has been completed by the outside auditors and based on their recommendations the following changes are effective immediately.

1) All groups MUST submit a signed, balanced statement of all accounts monthly to the Kingdom Regional Exchequer.

The bank statement must be balanced with the check register and account for all outstanding items. The statement (and if separate, the accounting form) must be signed and dated by both the Exchequer and the Seneschal. The documents can be scanned and emailed, but must be to the Kingdom by no later than the last day of the following month. Please send all prior months for 2015 by August 31st. Any group needing assistance with how to complete this should send someone to the Exchequer meeting at Pennsic or contact Master Tofi after Pennsic.

2) All NMS must be turned into the Kingdom NMS Secretary by 10 Calendar days after the close of the event and this includes mail time. The kingdom will be required from July on to turn in all NMS funds to the Society Monthly so this is a hard deadline. I ask that you prepare the form and check when closing gate at the event and put it in the mail on the way home to ensure receipt. We will be contacting Seneschals and Exchequers privately for events occurring in July, August and September to ensure they are aware of the changes.

3) No signer on a checking account may sign a check for themselves or any family member. To accommodate this, I am going to suggest strongly that whenever possible each group have 3 local signers plus the Kingdom signer on the account. If this is not possible, checks will need to be endorsed by the Kingdom signer in cases of conflicts with this rule.

If anyone would like to discuss anything with me, I will be camping in Æthelmearc Royal this year and I will be available for private conversations.

New Exchequer Office Contacts

Greetings unto the Exchequers of Æthelmearc,

The Kingdom Exchequer’s office is being reorganized to better serve the Kingdom. I would like to thank THL Alina Marie de Valenciennes for her years of service as the Regional Exchequer for Region 4. Taking effect immediately, Regional Exchequers are changing. Baron Tofi is stepping out of the role of Regional deputy to get ready for taking over the Kingdom office as of Pennsic.

Please begin sending reporting to your new Regional deputies. The NMS Secretary THL Etaine Eame is not changing, but she is taking over additional duties as the Region 1 deputy. Baron Bataar and Baroness Anastasie are moving to different regional deputiships and I would like to welcome Countess Etain and Lady Laurentia of Caladonia as new regional deputies.

As always, any changes in signature cards should start with an email to me of the Bank Account Request form, so that we can provide this to the Society. Please email to ae.exchequer@aethelmearc.org.
